SOUTH CHESTERFIELD – Virginia Department of Transportation (VDOT) Richmond District Engineer Shane Mann, P.E., announced today that Dale Totten, P.E., has been selected as the district’s new deputy engineer. Totten brings over 31 years of transportation experience to the role.

“Dale’s extensive history with VDOT and the transportation industry, along with his service in the maintenance, traffic engineering, operations and consulting fields have prepared him well to serve as the Richmond District’s deputy engineer,” said Richmond District Engineer Mann.

Totten will be responsible for operations and maintenance for the Richmond District’s 19,000 lane miles, spanning 14 counties: Amelia, Brunswick, Charles City, Chesterfield, Dinwiddie, Goochland, Hanover, Henrico (primary routes only), Lunenburg, Mecklenburg, New Kent, Nottoway, Powhatan and Prince George.

“I’m thrilled to be returning to the Richmond District and to continue serving motorists in VDOT’s mission to keep Virginia moving,” said Totten. “After serving in numerous and varied VDOT roles, I look forward to applying my knowledge and best practices to Richmond District to ensure success.”

After 15 years in the private sector, Totten joined VDOT in 2003 as an assistant resident engineer in the Richmond District’s Chesterfield Residency. He later served as the Chesterfield resident engineer from 2004 – 2010 and the central region operations regional traffic engineer (serving the Fredericksburg and Richmond Districts) from 2010 – 2015. Since July of 2015, Totten has served as the Lynchburg District maintenance engineer, where he oversaw an annual budget of over $100 million and was responsible for delivering the structure and bridge, traffic engineering, pavement, maintenance, equipment shop and emergency response programs for the district's 10 counties.

A licensed professional engineer in Virginia since 1994, Totten holds a Bachelor of Science degree in Civil Engineering from The Pennsylvania State University at University Park.

Totten will assume the new role on November 25, 2019, following Kevin Gregg’s selection as VDOT chief of maintenance and operations.
