Listed below are the current VDOT Traffic Operations Instructional and Informational Memoranda (IIMs). A list of revised and voided memoranda is also available on this website.

In fall 2022, the former Traffic Engineering and Operations Divisions merged to form “Traffic Operations Division” (TOD), with some functions of the former Operations Divisions being transferred to a new “Operations Technology Division.”

This webpage lists all IIMs that are under the purview of TOD. 

Given the longstanding application of these IIMs and their reference in many agency documentation, TOD will retain existing IIM numbers and will use two numbering schemes, listed in Tables 1 and 2 below.  Existing IIMs are subject to renumbering if/when they are next updated.

  • Table 1 lists IIMs issued under the former Traffic Engineering Division (TED), as well as IIMs issued after fall 2022 generally relating to highway safety, planning & performance, corridor management, engineering management and delivery functional areas.
  • Table 2 lists IIMs issued under the former Operations Division (OD), as well as IIMs issued after fall 2022 generally relating to incident management and highway operations.
    • Note: some IIMs previously issued under the Operations Division may now be maintained by the Operations Technology Division and may not be listed below.
